Managing Human Resources in the French Ice Hockey Federation

The purpose of the case study is a reflection concerning the Management of the Human Resources dedicated to the development field within the French Ice Hockey Federation

French Ice Hockey Federation is a young federation (ten years old). The Elected people had to set up all the organisation at the same time and the development field was not one of the priorities at first.  One of the reasons for this delay was the failure to take into account the importance of the leagues and their strategic interest in the federation.

During the year 2008, a working group was set up to reflect on territorial redistribution. In 2009, a federal employee dedicated to development was recruited and a genuine development action plan was drawn up.

After a broad consultation and a tour of the regions carried out by the president of the federation, the 2010 General Assembly voted the creation of 3 zones regrouping the 22 regional leagues.

A new commission was also created, the Organizing Committee for the Championship and Development. Over the next 6 years, the Commission’s development sector focused on building links with the leagues, putting in place an action plan to harmonize development all over the territory. A budget to finance these priority actions was validated by the Executive Committee.

The leagues have seen the volume of their missions increase very rapidly. Some leagues have succeeded in following up on these tasks, but most have had difficulty dealing with everything.

In 2016, the NOTRE Law imposed the reorganization of French territory into 13 leagues.

New League executive committees were elected.

The federation must do its utmost to help these decentralized bodies to structure themselves.

Taking into account the overall problem of human resources working within or in concert with leagues is one of the challenges of the next Olympiad.

The leagues have more and more projects to implement and have become integral parts of the development process

The general Human Resources organization dedicated for development actions is no longer in line with the reality of the leagues neither is the financial amount dedicated to this field.

The fact that employment aid for federal technical assistants depends on the political will of the President and can be called into question each year does not make the system viable and secure

Another factor of concern is that if none of the vacant posts in the National Sport Directorate are filled and if a redeployment of the sport managers is not envisaged, it will be very complicated to mesh the territory to effectively carry out the development project

  • Which rules and which framework should be put in place to define the Human Resources policy dedicated to development strategy?
  • How to define the best Human Resource strategy to help and support the actions of our committees taking into account their development level?
  • How to involve the leagues in the implementation of the political project?
  • What are the aims of this framework?
  • Who are the stakeholders in this process?
  • What will be the means to meet our objectives?
  • What are the indicators to evaluate the process?

Assuming that we have not sufficiently taken into consideration the role of our leagues during the preceding Olympiads, we need to decide collectively that professionalizing the league will be one of the next Olympiad federal priorities.

Managing Strategically in the French Ice Hockey Federation

The purpose of the case study is a reflection concerning the implementation of the federal political project and its Development declination.

  • Describe the field of research – this is usually an overview of the sport organisation.

The French Ice Hockey Federation was created in April 2006 by a group of people that split the French ice sports federation. It was the Minister Jean François Lamour who allowed the creation of this new federation. Since then, the French Ice Hockey is in full progression.

Representing only one branch among the fourteen members of the Ice Sports Federation explains in large part the complexity for the newly elected representatives to set up as quickly as possible and concomitantly all the branches necessary for a life Complex federal system.

Some elected officials were already invested in the federal life of Ice Sports. With the help of several employees also from the Ice Sports and who chose to work for the new federation, they helped to cushion the shock of finding themselves in control of this new adventure.

The elected president and his team had a global vision and a communicative enthusiasm that made it possible to unite the Hockey family around major projects that were carried out without feeling the need to draft an official federal project.

I will try to assess how “the Lack of an official written document, presenting the federal project of the current Olympiad” has been a brake on our leagues and clubs and propose ways to remedy this situation for the next Olympiad.

I will draw on the SIGGS methodology presented at our seminar in Rome and develop the recommendations introduced by The Good Governance Tools (vision, mission, strategic actions)

How to elaborate a development strategy shared by all the Hockey family?

How to share the Political Project and the development strategy document at all levels ?

What are the means in order to implement it through our network?

Assuming that it takes time to organize the reflection, we need to take advantage of the time left before the end of the Olympiad. This one year period must be dedicated

to debate, ponder and share a reflection in view of drafting the next federal project.
