The case study is about the need of changing the cash flow of the licences, in order to adapt the national politic on all the French territory

Actually the cash flow is going first to the club , then to the department committee , then the regional committee , at least the National federation . This cash flow is not automatically handle so there are some issues on this way of dealing with :

  • Strong of his 207 000 members, the French table tennis federation (FFTT) leans on a network of 13 regional committees, 96 departmental committees, including 3580 clubs .The FFTT is administered by an executive committee of 27 elected members for a term of 4 years a board of 9 members elected by the executive committee, by a annual general assembly.
  • The sport ministry provides 36 sport technical advisers detached to work for the FFTT under the technical director
  • The federal services are responsible of the overall functioning of the federation

  • The Financial flow of the federation coming from the members licences shows us the limits of capability of implementation in the territories
  • The regional and departmental level have too much power to implement or not the politic .
  • The departmental and regional committee can gives the cash flow when ever they want. So The federation must run after the money . It’s difficult to be aggressive with the departmental and regional committee because at least they cote for the president of the federation.
  • . About 30 % of the national budget depend on the sports ministry ,this capacity of negotiation depend from a part on the federal budget .More the federal budget is important more the subvention will be important .The National level would have more power to negotiate it.

  • It has been assumed that the general assembly vote this radical change of cash flow , we would be as ready as we could to implement a resources center with human resources et cash flow in order to give our federal tool function of the needs of the territories.

The federation could buy the tools and rent it to the regional committee in order to personalize it  according to their needs.
